It was reported yesterday by the Washington Free Beacon that The Health and Human Services (HHS) Department is rolling out a $30 million grant program that will fund the distribution of items, like crack pipes, for smoking illicit substances.
An HHS spokesperson, however, has refuted it and called the Beacon’s report “misinformation” and that the “grant program designed to help Americans who are struggling with substance use stay healthy and safe, prevent overdose death, and find pathways into evidence-based treatments.”
“Like all programs that use federal funding, these grants must adhere to relevant federal, state, and local laws or regulations,” the spokesperson added.
Nevertheless, the Beacon reported a spokesperson told them that the grants would fund smoking kits with pipes for users to smoke crystal methamphetamine, crack cocaine and “any illicit substances.”
U.S. House Rep Lauren Boebert (R-CO) weighed in on the report and said, “I never in my life thought I would have to say this, but the proper role of government is not to fund the distribution of crack pipes.”

According to Fox News’ Sam Dorman, the HHS seemed to “confirm @PatrickHauf and @FreeBeacon‘s reporting while also calling it ‘blatant misinformation.'”
U.S. Sen Tom Cotton (R-AK) quote tweeted Dorman and said, “HHS says that Biden’s crack pipe distribution plan is ‘blatant misinformation!’ but they don’t deny the report.”
“Once again, ‘misinformation’ just means true facts that make Democrats look bad,” Cotton lamented.
That got the attention of HHS assistant secretary for Public Affairs Sarah Lovenheim, whose Twitter handle suggests she may be the spokesperson who corresponded with Dorman.
“This is a head-scratcher: @SenTomCotton endorsed harm reduction strategies this morning and baffingly attacked harm reduction strategies this afternoon. @HHSGov? We’re focused on saving lives – not playing politics,” Lovenheim said in a quote tweet of Cotton.
Cotton then quote tweeted Lovenheim and responded, “HHS confirms that the Biden Administration is funding crack pipe distribution. They call it ‘harm reduction.’ The rest of us call it insanity.”
Lovenheim then shot back in a quote tweet of Cotton, “To be clear: HHS is not distributing crack pipes. The grants fund harm reduction efforts by organizations, in full adherence of state and local laws.”
Undeterred, Cotton quote tweeted Lovenheim in response, “To be clear: @HHSGov is giving taxpayer dollars to organizations to distribute crack pipes on behalf of HHS. Just because HHS bureaucrats are not *personally* handing out the crack pipes doesn’t make this a good idea, @HHS_Spox.”
